Paul E.R. Packbier and James L. Canto brought over 20 years of combined experience in environmental consulting together when they started PCR Environmental, Inc. (PCR) in May 1996. PCR is a full service environmental consulting company incorporated on Guam. The company was formed through the acquisition of the Guam office of Ogden Environmental and Energy Services (Ogden), which was started by Paul Packbier in 1993.

In November 2002, Tara Perez-Steffy acquired a controlling interest in PCR.

Packbier and Perez-Steffy have complimentary backgrounds in environmental matters. Packbier obtained his expertise in environmental permitting and restoration projects from an industry's perspective, having consulted to a variety of businesses in the U.S. Mainland, Hawaii, and the Pacific for the past 16 years. Perez-Steffy's background is in Communications with a particular emphasis in Marketing and Public Relations. Mrs. Perez-Steffy is the CEO and General Manager of PCR Environmental.

PCR is a minority and woman-owned small business.

Additionally, the expertise of the in-house staff and teaming arrangements with large multidisciplinary firms with more then 200 environmental professionals in the Pacific region, makes PCR Environmental, Inc. the most experienced consulting company on Guam.
