Regulation Part 150 Noise Exposure and Land
Use Compatibility Study to be conducted at Guam
International Airport Authority
FOR IMMEDIATE RELEASE: Friday, June 2, 2000
GUAM - In a joint release by the Guam International
Airport Authority and PCR Environmental, Inc.,
Gerald P. Yingling, Executive Manager GIAA,
and Paul E.R. Packbier, President PCR Environmental,
announce the start of a Federal Aviation Regulation
Part 150 Noise Exposure and Land Use Compatibility
Study.
The FAR Part 150 Noise Study is being conducted
to identify noise impacts associated with the
airport, and mitigate their effect to the greatest
extent possible. The Study will address current
and future air traffic projections. The 18-month
Study involves the development of Noise Exposure
Maps (NEMs) and a Noise Compatibility Program
(NCP). Noise Exposure Maps, a scaled, geographical
depiction of the airport, identify the levels
of airport noise in areas surrounding the airport
and potential non-compatible land uses. The
Noise Compatibility Program evaluates and recommends
various noise abatement and land use mitigation
measures that will reduce noise impacts and
ensure land use compatibility within the vicinity
of the airport.
GIAA executive manager Yingling states "The
GIAA is eager to get started on this FAA funded
noise study. We have received a notice to proceed
from the FAA and have contracted PCR Environmental
to begin the work." Paul E.R. Packbier,
Senior Project Manager for the Study states
"We have assembled a professional team
of local and off-island experts to assess the
noise impacts on the environment surrounding
the airport, and to evaluate ways we can reduce
these impacts through engineered controls or
land use restrictions. Team members, in addition
to PCR Environmental include Lewis S. Goodfriend
& Associates, and GMP Associates, Inc."
An important component to the FAR Part 150 Noise
Study provides that the public be given the
opportunity to participate and comment on study
recommendations. A balanced pool of participants
will be sought based on their level of interest
or proximity to the airport. In addition, businesses
directly associated with the airport will be
requested to participate. Interested community
members will form advisory committees that will
advise GIAA management and PCR Environmental
on the study through meetings and review of
interim and draft reports.
A joint press conference is scheduled on Monday,
June 5, 2000 at 10:00 A.M. in the GIAA Board
