Background Information

A.B. Won Pat Guam International Airport Authority (GIAA), a public corporation and autonomous instrumentality of the Government of Guam, has retained PCR Environmental, Inc., a Guam Corporation, to perform a FAR Part 150 Noise Exposure and Land Use Compatibility Study pursuant to the Aviation Safety and Noise Abatement Act of 1979 (49 U.S. C. 21 01 et seq.).

Project Team

PCR Environmental, Inc. (PCR), is a full-service environmental consulting company incorporated on Guam. PCR has assembled a project team of highly qualified firms to perform the Noise Exposure and Land Use Compatibility Study for the GIAA.
PCR's principals have more than 30 years combined experience in managing regulatory compliance projects on Guam and in the region. Their expertise is in producing "legally defensible" data that can withstand regulatory scrutiny. Paul E.R. Packbier, President of PCR, has previously managed noise surveys conducted by Lewis S. Goodfriend & Associates.

Lewis S. Goodfriend & Associates (LSGA) is a consulting firm specializing in acoustics with more than 45 years experience in noise survey and abatement projects. Their engineering staff effectively interfaces with professionals in all disciplines; including working with architects, planners, engineers and attorneys, both in the private sector and in government.

LSGA employs state-of-the-art instrumentation and computer modeling tools, which are used to accurately define problems and develop appropriate solutions.

GMP Associates, Inc. (GMP) is one of Guam's oldest established A&E firms with a presence of nearly two decades on-island. GMP is well versed in prior studies at the airport, such as GIAA's Airport Master Plan, NAS Agana Reuse Plan, NAS Disposal EIA, and components of Vision 2001. While GMP has participated in a number of land use plans in both public and private sectors, their most significant experience in relation to the proposed Land Use Compatibility Study is their involvement in GLUP '94 planning.
