PCR has been providing technical and logistical support to a major New Hampshire-based corporation involved in the realization of a controversial waste-to-energy facility. Support services include the coordination of meetings with local politicians, advocacy groups and professional organizations. Public speaking engagements and representation at legislative oversight hearings, public hearings, roundtable discussions, media interaction, and strategy development with client.

Technical Support and Strategy Development

PCR personnel performed as Project Manager and logistics coordinator for the installation of a deepwater fiber optics cable linking the islands of Guam, Saipan, Rota, and Tinian. The scope of work included identifying all required environmental permits and responsible agencies; preparation of environmental assessments (EAs) and permit applications, and; attendance at public hearings and other required agency meetings. The project included the coordination and procurement of subcontractors, obtaining construction-related permits and coordination with regulatory agencies from the CNMI government, the government of Guam, the Army Corps of Engineers, the U.S. Navy, and the U.S. Air Force.

Environmental Permitting and Logistical Support

PCR played a major role in developing strategies for environmental permitting and monitoring during the construction of a 90 MW power plant on Guam. We coordinated with local and federal regulatory agencies, consultants for a financial institution, and on- and off-island contractors. We developed creative solutions to complex environmental issues associated with stormwater management issues and potential contamination from prior use of the property. The project included the establishment of baseline conditions through soil and groundwater sampling, asbestos disposal issues, and development of a hazardous waste management plan tailored to the power plant.

Environmental Permitting Strategies
Air, Water, and Hazardous Waste Permit Applications
PCR personnel prepared air pollution permit applications for 28 separate emission sources, NPDES permit for surface water discharge, and "Part A" hazardous waste notifications for 12 separate waste streams for one client. Permit applications included identification of discharges, calculation of emission rates, specification of pollution control equipment, monitoring of emissions, supervision of stack testing, waste segregation, and recommendations for minimization of hazardous waste through chemical substitutions. Personnel also supervised compilation of "worker-right-to-know" data and submittal of information to proper agencies.
Regulatory Compliance Consulting/Permitting Assistance

PCR provides regulatory compliance consultation to commercial clients regarding identification, management, and minimization of hazardous wastes; Spill Prevention Control and Countermeasures (SPCC) Plan requirements; Environmental Protection Plan and Erosion Control Plan preparation; air pollution source permitting, and; NPDES permitting. We have prepared hazardous waste generator reports which included calculation of hazardous waste generation rates and determination of hazardous waste minimization efforts. We prepare air pollution permit applications for construction and operation of emission sources, including calculation of emission rates, specification of pollution control equipment, and monitoring of emissions.
