Program Funding

The FAA and the Airport provide funding for the Program. The Airport has received Airport Improvement Program (AIP) grant funds for the Sound Solutions Program.

The AIP grant funds come from the Aviation Trust Fund, which is funded with taxes and fees assessed on airline tickets and aircraft fuel sales. Fees assessed to the airlines operating at GIAA pay for the Airport's share of the cost. In other words, the parties that generate aircraft noise are also helping to pay to reduce aircraft noise.

Noise Reduction Goals

The noise reduction goals of the Sound Solutions Program are to reduce interior noise to levels set by the Federal Aviation Administration (FAA). The FAA has set two goals of reducing noise for Guam residents to achieve an interior maximum noise level for each home of 45 decibels and to achieve at least a 5 decibel reduction inside the home – a noticeable reduction in noise level.
